Free Offline PDF Tools Without Uploading Files
Keep the document on your device. Choose a tool below, let it load while connected, then process and save your PDF locally.
Short answer
PDFMason has 12 free PDF tools that process files in your browser without uploading them. Merge, split, extract, reorder, rotate, delete pages, convert images, add signatures, page numbers or watermarks. Load the tool and its resources while connected before working offline. Existing-text editing and OCR are not available in these browser tools.
Choose the PDF task you need
Choose the operation rather than a generic editor. Each page opens a workbench for that task, explains what the output contains, and saves a new file. The original PDF is left untouched. You do not need an account, and the downloaded result has no PDFMason watermark.
- Merge PDF files: combine separate documents into one PDF in the order you choose.
- Split a PDF: create files by page range or separate every page. Extract PDF pages saves just the selected pages as one new PDF.
- Reorder PDF pages, rotate pages or delete unwanted pages. Use Organize PDF when the same document needs several page changes.
- Convert JPG to PDF: combine JPG, PNG or WebP images into a document. Convert PDF to JPG exports pages as JPG or PNG images.
- Sign a PDF: place a drawn, typed or image signature. This adds a visible signature; it does not create a certificate-based digital signature.
- Add page numbers or watermark a PDF: place numbering, Latin text or an image on your pages.
A scanned document can be merged, split or rearranged because those operations copy whole pages. Its words remain pixels. Converting a scan to PDF or JPG does not make its text searchable, and saving it through a page tool does not perform OCR.
What “offline” means in a browser
The first visit needs an internet connection to download the page, PDF libraries, workers and fonts. Processing then takes place on your device. A service worker caches the tool pages and application resources for later use when your browser supports it and the cache installation completes. That cache contains website resources, not your document.
Do not disconnect immediately after the heading appears. Open the tool you need while connected, let its resources finish loading, and try a small non-sensitive sample first. Then disconnect and repeat the operation, including downloading and reopening the result. This checks the complete workflow on your own browser rather than assuming that a visible page is fully ready.
A fresh device cannot open this website offline for the first time. Clearing website data, using a new private window or having the browser evict cached resources can require another connected visit. If an offline page reports that it is unavailable, reconnect, open the intended tool and allow its resources to load again.
Keep the tab open until you have downloaded your result. Closing or refreshing a workbench discards the in-memory document and edits. The site does not store the PDF in browser storage to restore it later. Once downloaded, the result is an ordinary local file you can reopen independently of this website.
Private PDF processing you can check
Local processing means that choosing a file reads it into the browser tab instead of sending it to a conversion service. This site has no PDF upload endpoint. Its application scripts, fonts and PDF workers are served from the same website; no third-party script is needed to process the document.
For a practical check, open your browser’s developer tools and the Network panel before selecting a sample PDF. Watch the requests while you run a tool. Website resources may download, but there should be no request carrying the PDF bytes, its file name or extracted page text. You can also disconnect after setup and confirm that processing and export still work.
Visiting the website still involves ordinary web requests. Hosting logs and the site’s first-party, coarse usage events are separate from document processing. “No uploads” describes your files; it does not mean that loading a website creates no network traffic. The website privacy policy explains these distinctions and the separate email submission for iPhone-version news.
Local processing also does not decide where you send the finished document. Saving a result into a synced folder or attaching it to a message may share it through software you choose. Review the output before sharing, and choose a local destination if your task requires the file to stay on this device.
Use the browser tools on Windows, Mac, Linux or Android
These tools run in a modern browser, so you can use them on a desktop or phone without installing a PDFMason desktop application. On a computer, choose or drop a file, use the workbench and download the result. On a phone, use the system file picker and keep the tab open until the export finishes.
A desktop browser and a phone can have different memory limits. Start with a small file when checking offline use. PDFMason accepts files up to 100 MB and warns about larger jobs from 50 MB; a file under the size limit can still be demanding if it contains many pages or large images. Exporting PDF pages as images is more demanding than copying pages.
This is browser-based page editing and conversion, not a native Mac or Linux text editor. If your task is changing a word in a paragraph, read how existing PDF text editing works. PDFMason for Android is available on Google Play; the download page explains its features and requirements. There is no desktop download to install.
Where the browser tools stop
The free web tools do not rewrite existing text, run OCR, compress PDFs, convert PDFs to Word, Excel or PowerPoint, or securely redact document content. They also refuse encrypted PDFs rather than risk writing a damaged result. A scanned page can remain a scanned page in a merged document without becoming editable text.
Adding a watermark or placing a signature changes the visible page. It does not remove sensitive content underneath. Likewise, a PDF-to-JPG export creates an image, not a searchable text layer. Match the operation to the result you need, especially when other people will search, copy or print the finished document.
For text changes, the guide to replacing PDF text while keeping the same font explains embedded font subsets, missing characters and overflow. If you only need a chapter or a signed page, extract those pages instead. These are different jobs, and separating them helps avoid an output that looks correct but behaves incorrectly.
The offline PDF editor for Android supports existing-text editing, OCR, PDF-to-Office conversion and hiding private information on the phone. It is available on Google Play, and every feature is free during early access. Choose the browser tools for page tasks or see the download page for the Android workflow.
